With reference to my Note No. 129 Confidential of November 16, 1914 and to the reply of Your Excellency's Predecessor merked No. 25 Confidential pi Lovember 20,
1914 informing me that steps were being taken by the
Imperial Authorities to exercise a strict control over
the transmission of seditious publications to India, I have the honour once more to solicit Your Excellency's kind co-operation with a view to the prevention of the delivery through the Laperiel Post Offices to British Indians in Chine of e seditious newspaper named "Gadr". This violently seditious and proscribed news- paper the title of which means Meeting", is published in Urdu at San Francisco, and as I learn on unimpeachable authority has been regularly received by Hindus, Persees end Sikhs at Canton and doubtless at other places in Chine.
The Chinese Postal A-thorities at Canton, Tient- sin, Shanghai and Hankow have now agreed to stop the delivery of this paper to British Indiens, at the last three places and probably also at Canton seizing any copies and handing them over to the British Consular Authority; but they have no control over mail-atter comi... from America in Jepanese ships which is dealt with by the
